How to Link or Join a List in WSS3

I'm looking to take the contents of two columns from a list in one sub-site
and populate two columns in a list located in another subsite under the same
parent. I would like for this to occur automatically as the contents of the
first list is updated. Essentially I would like to link or join the list
columns of the second subsite with the content updates from the fist subsite.
Any thoughts on how this might be done?

You should be able to do this using a SharePoint Designer workflow.
attach the workflow when a new item is created or changed.
