Can I limit what users other admins can grant permissions?

I am trying to find a way to limit which portions of activer directory
can be given permsission to our sharepoint site. I thought that I
would be able to do so by setting the base and filter on the AD import,
but it does not appear that the import restrictions limit who can be
given acces to our sites.

Import restrictions only control the import  of Profiles. That doesn't
affect security. Basically, if a user can see an AD user then they can
add them to SharePoint. The only way to limit  that is by restricting
access to OUs in AD.
