I have a 140MB file always fail to upload into the doc library. I was
wondering if there is a size limitation.

Yes, there are size  limitations, both hard and based on configuration options -
what they are depends on your product. What are you running - STS, WSS, SPS
2001 or SPS 2003? Assuming WSS or SPS 2003, the RTM version had a "hard" limit
of 50 MB. Improvements in SP1 made this a "soft" limit which can be configured
according to the administrator's guide.

but the documentation in the WSS SP2 Adminstrator's Guide is a
lot harder to find than in the SP1 guide.

Checkout the topic "Installing and Using Service Packs for Windows
SharePoint Services" for detailed configuration information related to large
file support (introduced in SP1).

After I posted it, I did some snooping on the config and found
that there was a default upload file  max size  of 30MB
