Languages and Sharepoint 2003

Am trying to setup Sharepoint portal server 2003 to support english
and Arabic language as sub-area. It didn't work for me! does any one
have a clue ?

SPS only supports one language per portal. If you need to have something in a
2nd language, you will need to use a WSS site.
