I'm setting up a 2010 environment and figured I'd look into going the
Kerberos route (we've had some security glitches in the past and I think
Kerberos might be the ticket -- no pun intended). However, from my reading
on the subject, Kerberos requires the client machine to have access to
Active Directory. Is that correct? I can't see that happening on the big
wide internet.

That is essentially correct. Kerberos doesn't work very well at all in an
Internet environment.

There are some solutions, such as layer 7 VPNs/ForeFront UAG that can overcome
it. But, it's not a cake walk to do...

So is this something that could be accomplished with FUAG in the absence of
a VPN connection, or are both required?

You can do FBA to Kerberos via UAG.
