Item Edit - Access Denied - for Entire Site Collection

Shane Gibson did a fine job of describing a problem with export/import that,
after import, causes newly-created lists and libraries in the imported sites
to refuse editing of items with "Access Denied". He also includes recipes
(from Microsoft) and some references to programs (contributed) to address
the problem on a site-by-site and list-by-list basis. I want to recognize
Shane's valuable contribution of documenting this for us.

There is some additional information in a thread on TechNet

from the relevant KB articles

We are moving from sites hosted by us to sites hosted by our central IT
Services. In ignorance of the potential problem, I exported subsites from
our RTM MOSS farm and imported them into an existing site collection at ITS
(SP2+). Of course, newly-created lists and libraries in the imported sites
don't work correctly. But what I don't entirely understand is why ANY
newly-created lists or libraries ANYWHERE in the site collection share the
problem. It appears that one or another of the imports (there were 50 of
them) actually corrupted the _site collection's_ GenericList template, or
perhaps corrupted the Field Template for the "PermMask" field which is
referenced by the Generic List template.

Following a suggestion in the responses to the TechNet thread, I believe I
can fix the problem using SharePoint Manager 2007
<http://spm.codeplex.com/releases/view/22762> to manually add the necessary
attribute to the PermMask field in each of the places where it's missing; I
am asking ITS to set up a dev site where I can test this. In the meantime,
I would like to understand better the upward percolation of the problem from
imported site to site collection.

My questions:

1) How do imports of subsites affect the site collection? Doesn't this make
import a very dangerous action?

2) One of the site collections from which I imported subsites had a modified
"Title" site column. The Display Name was changed without realization that
the effect would be site-collection-wide. Could this be a mechanism by
which import of a subsite can affect the site collection?
