Issues list alerts

I'm having a problem with the alerts that are sent from an issues
list. The text of the alert is VERY unhelpful - this is all I get:

The issues list is the only list that references the item ID in the
alert, rather than the item title. I remember looking into this
issue quite extensively at least a year ago, and at that time I
received an answer from Microsoft that it was a "known bug".

I was wondering if there's been any fix in the meantime? I know
we're not up to date on our service packs - or maybe there's a
hotfix now?

Alternatively, is there any way I can get in there and modify the
text of the alert? Even if I get the item title to show, I'd still
like it to contain more information. We're signing people up for
these alerts via Jan Tielen's "User Alerts" webpart, which I learned
about here (thanks!). The idea is to get people to visit the site
more frequently, not confuse them further!

I haven't done this for quite some time  and I don't remember testing it
on the Issues list  but you could take a look at the file that begin with
Notif* in the C:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\TEMPLATE\1033\XML directory.

I was able to change the text  of the alerts  through
these XML files. However, even though "ItemName" is specifically
referenced in the XML, it still comes through as the item  ID in
email alerts sent from issues  lists. (It properly shows the title  in
alerts sent from all other types of lists, though.) I'm pretty
surprised Microsoft hasn't come up with a hotfix for this - at least
not one I've been able to find!

On a related note, does anyone know if it's possible to set the
importance level of an alert  email? My boss wants the emails to have
the little exclamation mark so people  won't ignore them....
