IsSiteAdmin doubt

I'm playing with a web part that should be only visible to administrator of current context

SPWeb web = SPControl.GetContextWeb(this.Context);
web.Site.CatchAccessDeniedException = false;
If I login as an administrator to the server then I can see the web part. When I login as a user who is an Administrator to current portal I don't see the web part.
What does IsSiteAdmin mean.

Out of the box Web's have Reader, Contributor, Web Designer, and
Administrator rights. But these site  groups (except Administrator) can
be changed, deleted, etc.

What if you need a user to be able to work with the Site Collection
details in the bottom two sections of the Site Administration page in
the top level (root) Web of the collection?

You can check a box that indicates that a user is a Site Collection

I would guess that the IsSiteAdmin flag indicates whether this checkbox
is checked or not.
