Is there any tools out there to customize the interface of SPS v2?

the only one available is FrontPage 2003. Enjoy with that limitation.

You can use notepad to edit the files in the 60 hive.

Actually, you can use Front Page 2003 to customize  the interface  of your
organization's sharepoint presence. If you plan to custumize your site
please evaluate the ghosting versus unghosting risks. There is quite a
bit of documentation out on the web that would assist you with the
customization.
