Installation question

I have installed WSS several times and never got this issue:

Upon running stsv2, at the point when the admin page is supposed to
come up, I get an error, and the
http://localhost:13071/configadminvs.aspx page cannot be displayed.

Anyone have any ideas?

Try to reset the iis, and try to access using system name or ip address.
If problem still exists, check whether Sharepoint admin  service is
running or not?
