InfoPath 2010 can no longer customize forms. The publish operation

I recently installed the Feb 11 Cumulative Update on a SharePoint
portal. Before the update I was able to customize forms using InfoPath.
Now, when I click the customize form button it opens the form in
InfoPath and everything appears as normal.
When I go back to quick publish or publish I get the following error.
"The publish operation could not be completed. It cannot be determined
if the form template was successfully published. Try publishing the form
template again, or change the list settings to use the default
SharePoint form."

Then under details it reads...

"InfoPath cannot connect to the server. The server may be offline, your
computer might not be connected to the network, or InfoPath Forms
Services 2010 might not be enabled on the server. To fix this problem,
start by checking your network connection, and then trying again."

As far as I can tell everything is working. I have another server that
was not patched and it works just fine. I compared the InfoPath settings
in central admin and they are identical. As far as I can tell everything
seems to be running as it should. I can access the forms services in the
corresponding vti_bin and they seem to be responding.
Any ideas what could be going on?
I have looked all over, but can find no real references to this problem.
Also I am a bit baffled as to why the Feb update is not listed on the
official updates page, but it is available on their download site. The
December update has a faulty password everytime I download it.

On further inspection it seems isolated to one Site Collection inside the web
application. The other Site Collections seem to work OK, but no forms can be
modified with InfoPath in that particular Site Collection. As far as I can tell
everything is configured correctly. All of the features that need to be enabled
are enabled.
