Index WorkSpace: Access Denied

We have SharePoint istalled on two servers (Say A and B).
Server A is had couple of workspaces.

Server B, I am trying to create an Index WorkSpace to crowl serverA and
other external content sources and push generated index to Server A.
I am getting error message "Access Denied". How can I fix this issue.

Please give me instructions on how to resolve this issue.

The propragation accessa count must not be having adminstrator
rights . please check the account you are using for propogation , u
can set the account if u right click the server  name in sps console
accounts section.
