Index propagation in SPS 2003

i'm running a medium farm (1 WFE, 1 Job, 1 SQL 2000), and I cannot
get the index propagated. I'm getting the following in my log:

The index cannot be loaded.

Context: http://vhabhswss22mvk/ Application, Portal_Content Catalog

Details:
The content index server cannot update or access information
because of a database error. Stop and restart the search service.
If the problem persists, reset and recrawl the content index. In
some cases it may be necessary to delete and recreate the content
index. (0x8004117f)

I've done what's advised here to no avail. The config DB admin acct
in both DBO and securityadmin for the content being searched. The
default content access acct also has the appropriate permissions.

I saw an earlier thread about using dcomcnfg to give the app pool
identity and the config DB admin launch permission; i did that as
well and nothing...any advice?
