Importing SPD resuable workflow into VS 2010

I followed this document:
http://msdn.microsoft.com/en-us/library/ee231580(VS.100).aspx , but always got
an error when starting the workflow. The error is _layouts/.... /IniWekfllp.aspx
not found.
