Import only List Structure and Views

i just want to import list structure and the views using stsadm export/import
command or the Object Model code . I have imported the site using the API code
but it also imports data with it too. I only want to import few lists and its
structure and not the data.

is there any way to do this

One way would be to Save As Template and elect not to bring the data  with
it. However, you'll need to do this at save time rather than create/restore
time.
