implementation of SPS V2

We need some advice from experienced members of these group on two

Our planned implementation of SPS V2 in our university environment is
as follows:

On our server farm we're planning to have a single central portal
(portal site with possibly no Sharepoint (WSS) sites) and each
falcuty will also has a divisional portal site with multiple WSS
sites. The divisional portals will be listed in the site directory of
the central portal.

There is a navigation link back to the divisional portal from WSS
sites facilitated by the "Up to Portal" link on the top righthand
corner of WSS site but on the divisional portal's entry page there is
none. So my first question is how to make a similar "Up to Portal"
link for divisional portals? This will allow users to navigate back
up the central portal from divisional portals.

My second question is how to ensure (with this arrangement of
multiple portals) that users don't have multiple Personal sites (My
Site)? We would like users to have one "My Site" preferrably at the
central portal. Can this facility be turned on/off on a per portal
basis? We would to disable it altogether at divisional portals but
only enabled them at the central portal?

Any advice on those questions and our setup will be much appreciated.

Why not use SharePoint Portal Server as it was designed, one central  Portal
with My Sites, an Area for each division leading to one or more WSS sites?
Windows SharePoint Services is the platform upon which SharePoint Portal
Server was created, why choose not to use it?

First Question: There is no wasy way to create a "Up to Main Portal" Navigation
from the divisional portal. You could use Frontpage 2003 to add a link  to each
home page  of the divisional portal  to redirect to the main portal.
Alternatively, you could try to modify the XML templates in Sharepoint to have
the link put in place there before each page is provisionned. Although I know it
can be done in theory, I have done it yet so it may a tough task

Second Question: I will look into Shared Services for my site.
