Images disappearing on pages after content db migration from SPS03

While inspecting our site after a content db upgrade from SPS03 to
MOSS, we noticed a couple of images missing..
The first one was the attach.gif (small paper clip that appears when a
list item contains an attachment) and the second set of images are the
ones that should appear in the navigation settings page at the bottom.
A small folder for heading, the link icon for creating a link..and so
on.
I checked the 12\TEMPLATE\IMAGES folder and the gifs that are supposed
to be there are.
I also checked the permissions on the folders and all the required
users/groups have the proper permissions..
Keeping in mind that there is no loss of functionality here, just
horrible looking pages with red x's everywhere.

Has anyone seen this before?
Any idea how to fix?
