IIS issue

I have a moss portal. When you open IIS you should see the websites and
applications underneath. However when I open IIS all I see is Internet
information services. There is no ability to expand the buttons. When I
do an IIS reset it is all there.

I can use the command line tools fine for IIS, but it seems to be a
configuration issue.

We had this problem as well. This is a known issue  with IIS. It gets
locked up when multiple processes access it, which tends to happen in
SharePoint where you get things like the timer service running. There
is a hotfix available from Microsoft.

I found this across our 3 MOSS environments. Restarting the IIS
services cleared the issue  but it always bugged me. There is a
hotfix available that corrects the issue:

I had to contact MS support to request the hotfix. Since applying,
all is well.
