HOWTO make site users ONLY appear in "assigned to" dropdown on task

I am creating a site with < 30 users, and they want a task list. I have added the users to the site, and I’ve added the task list, but when I create a task and attempt to assign it to a site member, none of the members are available in the “Assigned to” dropdown. How is that dropdown populated?

This is a common problem. Users have to visit the site  before they are included in the list.

This is populated  when the users  visit the site. You will find them in the table userinfo of your content database.

I have heard of people filtering this list  by using macaw skinner. Haven’t done it myself but seems possible.
