HOWTO change email subject and details for Sharepoint Team Service

SharePoint Team Service on Windows 2000 server

Is it possible to modify Change Notification to produce a custom email's
subject and the message details in the same way (from STS) that was mentioned
in SPS Resources Kit, i.e. by modifying NotifSiteHdr.xml for the subject line
and NotifItem.xml for the body text ?

There is no way to change  the change notification in STS as the fixed
message text is included in a .dll.
