Home Page customization

I wish to personalize the home page of the portal but I don't
know how do it..I wish a simple blu page with the logo of my
organization and the links to My Site,News..
I must use Front Page 2003 to do it?
Do you help me?

It is easiest to use frontpage 2003 yes, but not necessary.
