Hidden Users in WSS3?

We have a WSS3 portal running in a separate domain from the main users
domain with a one way trust. When a user first visits the portal, they
are automatically recognized and signed in as expected. However, not
all of the users that visit the site are shown on the All People page.
I see the users on the Usage Reports and can view their UserInfo item
using MS Access or the web service facility. If I add the user to a
Security Group, they then appear on the All People page.
What's the difference in these "almost" users items in UserInfo? Is
there a way to force them to "real" status?

There are two ways for someone to be added to the User Info Gallery
shown on the All People page:

1. Grant permission for a specific account to a securable object (Site,
List, Folder, or Item) in the Site Collection and that account will be
added to the User Info Gallery.

2. Grant permission for an AD Group to a securable object in the Site
Collection and any account that contributes (uploads a document, inserts
a list item, checks out a document, etc.) anywhere in the Site
Collection will be added to the User Info Gallery.
