Help with entering in web.config entries in a particular order

I need some help with entering in web.config entries in a particular order. We
are using the SPWebConfigModification to add these entries in a feature
receiver. What we are trying to achieve is adding a <remove> entry before an
<add> entry to the “httpHandlers” section, ie:

<remove verb="*" path="*.asmx" />
<add verb="*" path="*.asmx"

Instead of:
<add verb="*" path="*.asmx"
<remove verb="*" path="*.asmx" />

By default, SharePoint adds these entries in alphabetic order. This article has
info to add the entries in the correct order
(stephenkaye.blogspot.com/.../...modifications.html),
but the only problem with this is when we re-deploy the solution package, it
creates duplicate entries. This is caused by the prefix of name in the entry, in
this case adding “ httpHandlers[1=1]” as a prefix of the name.

If anyone has come across this issue and has a solution, it would be greatly
appreciated.
