Need help with appending to existing list

We have a need to append items to a list from another application,
where the user will then edit the record in SharePoint. Basically,
the general public will make a request, it gets transferred to the
SharePoint list, where it can be vetted and published. The challenge
is that you can only make a new list with a import from .xls, Access
linked table, the user access levels are not the same for the tables.

If the other application  runs on a separate non-sharepoint box then you
should use the sharepoint  lists.asmx web service. If the other app runs
on the SharePoint server you should use the SharePoint Object model to
access the list  and append  the item. There is no simple way to do this
without custom programming, but the custom programming wouldn't be that

You can copy/paste in the DataGrid view if the number of columns and
datatype matches your paste buffer.

Of course, you can add list  items using the API...
