Gradual upgrade question

I'm in the process of performing a gradual upgrade in
our development environment. I have followed Bill English's steps from
his Administrators Companion book for Office SharePoint Server 2007. I
have reached the point where the SharePoint 3.0 Administration Web Page
has been loaded automatically via the Configuration Wizard. Now my issue
is that once I click on the Operations tab I do not see anywhere the
"Upgrade And Migration" link in order to be able to click "Site Content
Upgrade". Are there any steps that I should be reviewing I order to
determine what I might be missing.

What you now have to do is migrate using the stsadm command line.
That's one way to do it.

I will try that. The problem though would be if I wanted to
revert to a previous version site.
I would not be able to since the "Upgrade And Migration" link is not there
unless one can perform this via STSADM as well.
