Governess of Site Collection Scopes

SharePoint allows the flexibility of creating global shared search
scopes and local site collection scopes. From SSP, you can't see and
know what site collection scopes have been created and used except the
line: "Scopes: 10 defined (People, All Sites, xxx, yyy, zzz ...)" which
is truncated. My question is:

Is there a way to display all custom scopes and which site collection
they are in without getting into each site collection (we may not even
have the permission)?

I believe Microsoft recommends max of 200 scopes and 25 display groups
per farm and that should include both global and local scopes. Without
the visibility and governess, that limit can reach sooner than we think.
Also, without proper naming standard, there could be similarly named
local scopes from different site collections that confuse users. Do any
of you have experience planning and managing this potential issue and
know a tool that enables SSP admin the visibility to local scopes.
