governance framework and rule for users

We are planning to use it as a portal for
our office. We are now in the pilot phase. Before we launch it to all users, we
think it would be good if we have some kinds like "rule or "agreement"
for the users. As well as the governance framework for SharePoint.

Do you have any of these papers which possible to share with me as an
example, please?
