Globally turn on Version Control and Require Check-Out to Edit

This may seem like a dumb question, but...

How do you globally turn on Version Control and require users to
Check-Out to Edit documents in MOSS?

Version control  is part of publishing functionality in MOSS. If you
are creating a new site, choose the Publishing site. If you already
have a site you are working on, you can activate the Publishing
feature for your site.

Or the easier way (if you don't need publishing features) is to go into
the settings for the library and under Versioning settings you can
choose what type of version  control to use and whether to enforce
checkout.

However, neither of these options will turn  on versioning Globally. I
know of no way to enable this as it is a Library setting. Even if you
create a site from a publishing template, if you add another library to
it versioning is not automatically enabled.

that's what I wanted to know.

So I really do have to have it enabled for each Document Library when
working with Team Sites, etc.

If you are building multiple sites with similar setups, build one and
save as template. This will include the settings for versioning and
content approval.

You will have to create the workflows for each new site, but it saves a
bit of work.
