Global Web Part Properties Settings

Is there a way to globally set web part properties so that an admin doesn't have
to go through and de-select allow minimize, allow close, allow hide (the items
in the Advanced tab of the web part edit task pane) on all out of the box web
parts in a site? This woudl save a lot of time, and would be nice if by default
these things were locked down. It's not very often (like never!) that I will
want to allow users to modify web parts like this!

You can override css styles used by webparts  or alternatively use some jquery
script on master page to show/hide controls.

If you setup the web  part with those selections the way you want them and then
Export the web part  it will save  the settings. Next you upload the web part to
your Web Part Gallery with a new name. Tell your users to use that web part,
when they place it on a page the "default" settings  will be those settings you
chose.
This works for SharePoint 2007 and WSS 3.0.
