Give rights for user admin on subsite

Hello, y'all! I have a subsite. I want a particular user to be able to add and
subtract users from that subsite but nowhere else - that is, I don't want him to
be able to modify users for other place in the portal. I want him "site admin"
only for that subsite. Now, I made him "Full Control" for that site, but he
still can't add new users. What do I do?

I suspect that the step you are missing is to break inheritance on the
subsite. Until security inheritance is broken you will only be able to give
users rights to the subsite in the root of the site collection. Since the
site admin doesn't have rights there they can't change security. Once you
break security they should be able to add users to the subsite and assign
them a permission level.

I believe the security is already broken. This is a bit
confusing! Okay, in the "User Information List" at the root site, I have all of
the users inside of groups.

This particular group that I am working with, "Teachers", is set to "Read".

In the "Teachers Subsite", I have the group, "Teachers", also set as "read"
there too. I also have "Head Teacher" there as a single user, who has "Full
Control". I can see that in "Teachers Subsite>Site Settings>Permissions".

Now that "Head Teacher" is also a member of the "Teachers" group, that way he is
able to visit the root's site page.

Still, if the "Head Teacher" goes to "People and Groups", he doesn't get the
"Add User" in the "New" button's dropdown menu.

What am I missing?
