Getting distribution list as a user group from Outlook address book

I'm having problem getting distribution list as a user group from
Outlook address book if someone on the list was disabled in Outlook,
but still remained in that list. SharePoint will not give me the
group, instead, lists all the individuals.

For a large distribution list (several hundreds of people), it adds a
lot more work to administrator.

I'm using SPS 2003, can someone tell me if SPS 2007 handles this
differently.

I believe regardless of whether someone has been disabled  in Outlook, a
distribution list  will resolve to the individual members. Distribution
lists don't have SIDs, therefore they can't be named in ACLs. What you
want are mail enabled Security Groups. These have SIDs so they can be
given permission to resources. Since they're mail enabled you can also
send email to them.
