Getting approval on specific 'My Site' fields...?

I hope can help me with this one, as I am not sure how best
to proceed. I basically need to have the following setup relating to
two fields on any particular user's 'My Site' page within MOSS:

'Job Function' field - A user should only be able to update this
field if the name of an authorizer is entered in the 'Authorizer'
field (covered below). If the user updates the field the person
listed in the 'Authorizer' field should receive an email asking them
to approve the job function entered by the user (workflow?).

'Authorizer' field - This needs to be added by a member of staff
within the IT department (will be pulled from AD upon scheduled syncs
if populated), if it is empty and a user attempts to updated the 'Job
Function' field they should receive a message stating that they need
to contact the helpdesk to add the name of an 'Authorizer' I was
thinking a workflow would be best way to achieve this, but they seem
to be tied to document libraries or lists? Is a workflow even the
best approach, or can someone think of a better way of doing this?
