Front Page and Insert Data View Permissions?

I want to configure a database connection in FrontPage 2003 using data ->Insert dataview. While I am able to see and configure this option when logged as "administrator" it is grayed out and unavailable when I log in as a regular user. What settings or permissions do I need to grant in order for select users to add database connections in FrontPage2003?
