There is an MSNBC Weather Web Part in the online gallery. However, I
suggest that everyone turn off the online gallery for every Virtual
Server that they create, so you may not be able to see it.

Once you've added the Web Part to the page you can export it. Just in
case you don't have access to it, I've attached the Dashboard Web Part
(DWP) to this post.

Import the DWP into your Team Site Gallery and drag it onto any Web Part
Page.

U can use web  capture web part  and link to any link where weather  update
is available online e.g. Yahoo.

Since I am new to this it would be of
great help if you could provide me with further details on the HOW TO
part of your suggestion.

Be careful with the server overhead of weather  webparts. Test, Test, Test and
measure performance
with different numbers of users.
I saw one with a radar scan set with frequent updates that was a serious
resource hog.

I actually can't see the business justification for a weather  Web Part
but it is an oft-requested component. Go figure.

The Web Capture Web Part captures content from a Web page or portion of
a Web page.

Using Internet Explorer, go to the Web Part Page that contains the Web
Part you want to customize.
In the Actions list, click Edit Page.
Note If the View Page option appears in the Actions list, you are in
edit mode

Click the down arrow on the Web Capture Web Part title bar and select
Modify Shared Web Part. The Web Capture Web Part pane opens.

In the Web Capture Web Part pane, click Create. The Web Capture dialog
box opens.
In the Web Capture dialog box, type the address of the Web page that
contains the content you want to capture and go to that page.
The yellow right arrows indicate areas you can capture. To capture the
entire page, click the yellow arrow in the top left corner of the page.
To capture a subsection, click the yellow arrow next to it. When you
click a yellow arrow to capture a page or subsection, a green check mark
appears.
