How do you know it's not framed? Are you using a dashboard style that
actually uses a visible frame? Some of the styles use a transparent
frame.

If you see a title to the web  part, then it's framed. If you really
really really just need to see a box/line around the web part, change to
a different style that uses boxes and lines around web parts. Try
