Form Libaries vs Document Libraries

Can anyone clearly define the difference between these two, and
in which instance you would opt to create one rather than the other?
There is a great deal of overlap from what I can see.

Both are libraries...

Document to store WIP or however you want it libraries.

Forms, most likely use in conjunction with InfoPath to create
forms/templates.

I see, so if i wanted to have some custom templates available to use
in that document  libary i would use a form  libary?

Is there any disadvantage to using a form libary for everything? Is
there any advantage to using a document library over a form library?

In from library u can store completed forms. In infopath u haev the option to
submit to form  library
