How to force metadata prompting

Users are saving attached files from Outlook 2003 email. They want to
be prompted at the time of SAVE to fill in the metadata. I have
looked for an answer but couldn't find one. Now that they understand
that metadata is important, they want to be prompted every time
they 'save' or 'save as' for any document (not only an Outlook
attachment but all Office 2003 document types), to their document
libraries. Otherwise they have to save the document then go into the
SharePoint (WSS) Library and then fill-out the metadata. Yes, they
have 2 fields set as required. I thought that would force it but it
didn't.

The "required" does not always trigger the profile as expected. It works on
uploads but not in explorer view of doclibrary. Also, as your users  have learned
not when saving  attachements.
