Force a list item to be checked out

I have a user that is setting up a task list in MOSS and wants to limit
the number of people who can modify a specific task at any given time.
Can anyone tell me if it is possible to force a check out, or even allow
for a check out, of a list item? I cannot find any setting for this in
the list settings section.

Since there is no file associated with a list  item they can't be Checked Out.
The only way I can think of to accomplish what you want would be to reset
security permissions on the object so that only one user  has Edit permissions.
When that user is done permissions would be reset to Inherit. This could be
done programmatically through a menu entry in the context menu.
