Force Check out before Save question

We have WSS and I have been asked to find out if there is a way to force a user
to check-out a document before Sharepoint Services will save it. Also, is there
a way to insure a user has the lastest version of the document before it is

The situation is someone clicks on a document. Another person views the same
document. Both people make changes. How do you make sure both people are aware
of the others changes before the document is saved?

but that does not solve the problem of 2 users
simply clicking the document  link without checking it out and
without clicking the drop down and choosing "Edit in...".

people  could simply view the file and then choose to edit it and
then save  it back and I have been asked  to prevent people from
saving the file without checking it out first.

thanks for the link but that allows multiple people  to update
document  at the same time. I am trying to prevent the situation
where 2 people click on a document, make changes and then save  them.
In this situation the people would not know that someone else is
working on the document.

I want to force  people to use a document workspace if more than one
wants to make changes to a document while preventing people from
overwriting the changes of others.
