Add footer to each page

I apologize up front because I know I have seen this within the past few months but can’t seem to find the answer now. There was a post about adding a custom footer to each page on the portal – does anyone know of this post and if so, could you send me the URL?

Two questions:

Can I put my .htc file in a document library and just change the
behavior:url("..") attribute so that any user can change it whenever
he or she wants?

can I add  the css to my custom.css instead of my sps.css?

I presume the answer  to both would be yes.

In theory, I would say yes but I don’t know how the permissions at the doc library level will affect the call to the .htc file. I’ll defer to someone who can speak to that aspect. The call to the custom.css as opposed to sps.css is fine and will work for all pages calling the custom  css file.

For those that don’t know what an HTC file is, it’s an html component that Microsoft introduced back in IE 5. Because it’s IE specific, you can’t  use this solution if you have to support non-IE users so keep that in mind.
