Folder View options

I had created a folder in document library.
Now can I give only view permissions to indiviual user for whole folder.

I don't reccomend it but you can break inheritance at the folder  and assign
unique permissions  to it.

Is the document  library going to be for others use eventually?

is there a policy against mysites?
