I had a user create a report library where she is storing PDFs. Yes, I
know it is not right but it exposed something interesting. Within the
report library she has created folders and is applying specific
permissions so each group can only see their folder. Everything looks
fine (and I have matched on a regular doc lib and it works ...view and
read permissions) except it does not work. The people can see their
folder but can not see anything within their folder unless the
permission are increased to contribute.


I will probably have her change to a regular doc lib, but why is the
happening? Anything to do with the content types associated with the
report library?
