File upload problem on upgraded WSSv3 sites.

We have run in to users that are having trouble uploading documents to
sharepoint that are larger then 10mb. This is only on upgraded sites.
It is not a universal problem and they can upload smaller files with no
problem. Has anyone seen this problem before?
