"File Not found" error while creating a top level site

I have just setup a WSS3.0 server. When I create a site, it gives me
error "File not found".

Can someone please help on this???

Did you setup  the DNS entries for the site?

No, No DNS entries ....

I am unable to create  a simple site  collection...
