File Locked in Doc Library but Not Checked Out - MOSS

The last several days I've been seeing a few users that are having
issues with documents in doc libraries being locked.

(The condition that happens when someone does not check out a document,
but opens it with Office [2003].)

Is there a way to prevent this, or fix this problem??

If you go into the settings for the document library  there's an option
to force checkout. But when the user opens  the file  it will give them
the option to open it Read Only or check  it out for editing.

Just an FYI, those prompts only show when you are using Office 2007 and
the message specified Office 2003.
