Fetch data from list in another webpart

i need to fetch the title from a list using a custom
webpart.how to do that,do i hav to use the concept of connected web
parts?

Grab a copy of the SDK from MSDN. There is a full object model available which
can be used in custom web parts, in this case you'd be looking at using the
SPList.Title property.

but i am not supposed to query the content
database for title  after its saved.wat i am supposed to do is fetch
the title from the form(newform.aspx) as soon as user submits(save
and close).now using this title i have to create a sub site.

You will have to work around with the Object model of
SPS. I think It does not allow you to catch the submit
event of SPS. So Rather run a job say every 10
minutes. The outcome of it will make the new entries
in your the database. And then you can create your
site. This is some what conceptual yet. I will try it
out. And let you know.

Your other option would be to create a customized version of the newform.aspx
page. Just keep in mind that you'll need to keep a copy around, as patches and
service packs might overwrite your changes...
