FBA Upload Multiple File to Document Library

I have 3 MOSS 2007 apps using FBA on the same server. One of the apps shows the
"Upload Multiple Documents" option whereas the other 2 do not.

Any ideas why it would work in one FBA app but not the others?

What's different about the site collections? What template was used for
each, what features are enabled, etc?
