Facing problemin coping files

WSS V2:

I have been "moving" files from a library in a subsite to a library
in the top-level site (site consolidating), and nearly everything
worked out okay. I used Windows Explorer and Network Places to copy
files from one library to the other (they didn't technically "move,"
but the copying seemed to go well). I then would delete the
originals once I confirmed they were in the top-level library.

NOW I see that there were two .aspx pages in the library. When I
open them, they have the top-nav and theme for the site, and that's
it. Zero in the middle. No content at all.

I'm thinking that these two pages were possibly using CEWPs to house
all of the content (not sure, since the creator of these two pages
is no longer working here), and somehow those CEWPs are now gone.
Why didn't these get copied when I copied the aspx files?

Any advice? I will probably ask our IT Dept. to restore yesterday's
backup in our dev environment so I can copy out the text from these
two pages. If, however, there's any way for me to avoid this, I'd
like to.

I never had much luck moving  the library  webpart (aspx) pages  with content, other than if I saved the entire site  as a template, including content, and then redeployed that site elsewhere. It sounds like you might have to go back to the original site and check to see what web parts were deployed on those web part pages - CEWPs or data view web parts - and then recreate those on the destination web part pages.
