I would like to know how to create an external url for my intranet url?
Currently, its set as http://wss:4091

Can you please send me a url or the steps which would help me in setting up
an external url?

There are several steps  and many of them are going to be unique to your
environment. The basic flow is:

1) Establish an IP address and DNS entry for the external  URL (done
by your IT folks)

2) Establish any necessary firewall/router configuration necessary
to route the incoming requests to your intranet  server (done by your IT
folks assuming this doesn't violate their security policies)

3) Make the necessary changes in IIS so allow it to accept requests
for the new URL on the correct IIS web application (generally done by
adding a new host header)

4) Add a new Alternate Access Mapping (AAM) to SharePoint Central
Administration for the Web Application
