Extending question II: are users 'content'?

A follow-up to my previous web app extending question...

The reason we're keeping one WFE inside out network is to allow site
administrators the ability to look up users in the AD address book when
adding people to their site. For a variety of reasons, we were never
able to get this to work in WSS2 and this solution was decided upon as
the easiest way to go about doing this.

So the idea is that we have 3 WFE servers outside are FW that all users
use, and one WFE inside that only admins use only when they want to add
users to their site via the AD address book (they'll likely also use
this same WFE to add people to our DMZ AD for external user access).

Now, the question...after we install MOSS on all 4 servers, I was then
going to extend the web app from our internal WFE to the external WFE.
As such, we'd now have two 'sites/urls' pointing (hopefully) at the
exact same content. Are site users part of the content? I assume so, and
that any user added to the internal site at internal.ourMOSSsite.com
will then be a part of th external.ourMOSSsite.com but thought I should
verify this before going forward.

All the information that you reference is stored in the content  database
not on the WFE. The WFE exposing the information is irrelevant.
